For two decades, City Manager Rick Howell has been a driving force behind the revitalization of Uptown Shelby. Since 2005, he has led with vision, collaboration, and a deep belief in Shelby’s potential.

Working alongside city council, Rick championed transformative projects—from streetscape upgrades and utility improvements to the Bobby Bell Pavilion, Raper Roark Park, the Fallen Heroes Memorial, and the revitalization of City Hall. He also supported cultural landmarks like the Don Gibson Theater and the Earl Scruggs Center.

Rick prioritized infrastructure, beautification, and inclusive public spaces—building strong partnerships with the Uptown Shelby Association and local businesses.

Thanks to his purposeful planning and heartfelt leadership, Uptown Shelby is thriving. Rick Howell’s legacy is one of renewal, pride, and a community inspired to keep moving forward. Shelby is honored to recognize Rick Howell as its 2025 Main Street Champion.
