2016 Best Infill Building Project
The City of Concord completed the construction of a new City Hall in Downtown Concord in December of 2015. The building consolidated, under one roof, all city offices and employees that were previously housed in three separate downtown buildings. A $19.2 million project, the investment renewed the City of Concord's commitment to keep its workforce and services in the Downtown Concord Municipal Service District. The City's elected officials and staff worked with ADW Architects and CM Black Construction Company on the design and construction of the project.
The building has a contemporary, compatible design that is in keeping with the mass and scale of two neighboring structures built by the City prior to constructing the new City Hall: the adjacent police department building and a parking deck located across the street. While obviously new construction, the new City Hall’s materials, and design elements were inspired by downtown historic buildings, most from Concord's original City Hall.
The more than 120 City of Concord employees working in the new City Hall comprise approximately ten percent of the employment base in the Municipal Service District. City Hall is also the destination for thousands of visitors each year, including citizens, developers, and dignitaries, providing a stable base of foot traffic and support for downtown shops and restaurants. Two of the three building previously used for city offices are being sold for redevelopment projects that will have an estimated investment of $16 million and will generate an estimated $221,435 in new City, County, and Municipal Service District property taxes.
