The Salisbury Building, located at 121 West Council Street in downtown Salisbury, is a 1928 Art Deco office building that was rehabilitated into twelve apartments. The building was built to house the Southern Bell telecommunication center and had most recently been used as office space.


The three-story building is 18,000 square feet, with units ranging from 650 to 1,100 square feet. There are six one-bedroom apartments, and six two-bedroom apartments, with a fitness room, rooftop patio, and a climate-controlled storage area. The Bogle Firm Architecture designed the project and Vertex Construction completed the rehabilitation of the building.


The $3,900,000 investment met the Secretary of the Interior’s Standards for Rehabilitation, and the developer, Josh Barnhardt, utilized the federal and state historic tax credit programs, the National Park Service’s Paul Bruhn Grant, and the City of Salisbury’s Downtown Revitalization Incentive Grant program. Original windows, doors, and general layout were all retained. In addition, the developer installed new HVAC, electrical, plumbing, and flooring in the residential units to bring the building up to code.


The building was fully leased within one month of completing the construction in March 2023. And the property value increased from $800,000 to $1,300,000.
